The Responsive teardown: what 'enterprise-grade' means

A feature-by-feature look at Responsive (formerly RFPIO) — content library, AI, workflow, reporting — using public review sites as the primary signal. Where they win, where they don't.

Responsive — the product that was RFPIO until 2022 — is the largest pure-play vendor in the proposal-software category. It has the most logos. It has, by most accounts, the largest content libraries in the wild. When buyers ask us “what about Responsive,” they are asking about the safest enterprise default. This post is a feature-by-feature look at what that default is delivering in 2025, using public reviews as the primary signal.

We are doing this honestly. Where Responsive does something well, we say so. Where the reviews say it doesn’t, we cite the reviews. We are not going to invent customer wins or invent customer losses. The signal we have is the same signal a buyer doing their own diligence has: G2, Capterra, the company’s own marketing, and a public-facing demo.

Methodology

We read the visible review base on G2 and Capterra dated from late 2024 through June 2025. We focused on the pros-and-cons surface that G2 publishes, supplemented by full-text reviews where the structured surface omitted detail. We made no attempt to back-channel. We did not interview customers. We did not pay for analyst access. The synthesis below reflects what a buyer would find with a few hours of public reading.

The risk of this method is well-known: review bases are biased toward the very satisfied and the very dissatisfied, and toward customers who are nominated for reviews by the vendor’s CSMs. The directional read is still useful. The mid-band — “it works fine, no strong opinion” — is underweighted in our read, and we will be honest about that throughout.

Feature 1 — Content library

What Responsive ships

A content library with rows tagged by category, with version control, with stale-content flagging, with bulk import from existing knowledge sources, and with a workflow for librarian-driven curation. The library can be sliced by tag and category. Search across the library is offered via a combination of keyword match and (in more recent releases) vector retrieval, with the keyword path remaining the dominant surface in the UI.

The library has been Responsive’s core asset since the RFPIO days. It is the feature on which the most other features depend. Most enterprise reference customers cite library scale as a primary reason for selecting it.

What the reviews say

Three patterns appear repeatedly.

The first is positive: customers with mature libraries say they get value out of them. Migration tooling is generally praised. The library is reliable in the sense that uptime is good and large libraries don’t degrade the UI.

The second is critical and recurring: search quality. The G2 review base contains an unusual concentration of complaints about search specifically. Phrases like “the search is terrible” and “it constantly misidentifies what I’m searching for and shows completely unrelated results” appear across multiple reviews. The complaint is not “search is hard” — it is that even with the right search syntax, the results returned do not surface the obvious correct answer. Some reviewers attribute this to keyword-match behavior on a corpus where semantic similarity would do better. Whatever the cause, the volume of search-quality complaints is the loudest sustained signal in the public review base.

The third is operational: library staleness. Customers report that without active librarian discipline, the library decays into a state where the AI features built on top of it surface stale answers. This is a category-wide problem — it is not unique to Responsive — but Responsive has more library scale than competitors, which means stale content has more places to hide. The pattern in the reviews is that the customers who invest in librarian roles say good things; the customers who don’t say the library “becomes a graveyard.”

Where they win

Sheer scale and migration tooling. If you have a 10,000-row library on a competitor’s product and you need it moved, Responsive has more experience moving libraries than most.

Where they don’t

Search quality on the existing library is the single most consistent point of negative feedback in the public review base.

Feature 2 — AI / drafting features

What Responsive ships

Responsive has shipped a series of AI features over the last three years, branded under “Ask” / “AI Assistant” framing, with the most recent push positioning the company as an AI-first proposal platform. The features include AI-suggested answers from the content library, draft-from-scratch capability, semantic search over the library, and a Q&A automation pipeline targeted at security questionnaires and DDQs.

What the reviews say

The pattern is clearer for AI than for the library. Reviewers are sharply divided.

A subset of customers — generally those with well-curated libraries — report that the AI suggestions save material time. Suggestions arrive quickly, the surface is intuitive, and the integration with the existing content library is tight.

A larger subset is critical. The reviews include phrases that read as practitioner-level frustration, not generic complaints. One pattern: customers describe the AI suggestions as confidently producing answers that are loosely related but factually wrong, requiring the same edit-from-scratch effort as drafting without the suggestion. Another pattern: customers compare the AI feature to ChatGPT directly and conclude the latter is better at the underlying writing task — i.e., that the value of the proposal-software AI is supposed to be in the grounding, but the grounding is not strong enough to make the proposal-software AI worth the friction over a general-purpose model.

This second pattern is particularly important to read carefully. It is not “AI is bad.” It is “the grounded AI is not better than the ungrounded AI.” That is a structural critique of how Responsive’s AI relates to its library. It is also exactly the failure mode the Stanford HAI legal-RAG paper found in the legal-RAG category: citations are present, but citations don’t make the output supported.

Where they win

When the library is well-curated, the AI suggestions are useful. The integration footprint with the rest of the workflow is solid.

Where they don’t

The grounded-AI value proposition is not clearly delivering for a meaningful subset of customers. The category-level critique is real and Responsive is not exempt from it.

Feature 3 — Workflow and project management

What Responsive ships

Project workflow for proposal teams: project creation, section assignment, SME routing, comment threads, version control, review cycles, deadline tracking. Standard collaboration surface — comments, mentions, status, due dates — across a proposal-shaped data model.

What the reviews say

Two patterns.

Positive: enterprise teams with established proposal processes praise the workflow’s flexibility. Multi-tier reviews are supported. SME routing works. The data model accommodates color-team review structure if a team chooses to use it.

Critical: UX. Reviews include phrases like “sooooo clunky, impossible to locate exactly what you’re trying to find” and complaints that recent UI updates have made the product “LESS intuitive and buggy.” The volume of clunkiness complaints is high enough to be a sustained pattern, not a tail of disgruntled users.

The structural read is that Responsive’s UI was designed for the librarian and the proposal manager, not the section writer. Power users navigate it; occasional users struggle. For a product that needs to work for an SME who logs in three times a year to review a draft, that is a real problem.

Where they win

Enterprise workflow flexibility. Few competitors match the breadth of what can be configured.

Where they don’t

UX for occasional users. The product feels like a power-user CMS, which is a fine product but is not the same product as a writing surface.

Feature 4 — Reporting and analytics

What Responsive ships

Dashboards for proposal volume, win rates, response time, content-library usage, and SME contribution. Custom report-builder for enterprise customers. Export to BI tools.

What the reviews say

Mixed but not strongly negative. The reporting surface is generally seen as adequate, with a long tail of complaints that custom reports require admin work and that the standard reports are oriented toward proposal-manager metrics rather than win-loss intelligence. A subset of customers want better integration with their CRM (Salesforce, HubSpot) and feel the available connectors are functional but not deep.

This is the feature area with the smallest public-review signal. Reporting is rarely the reason a buyer chooses or churns from a proposal-software vendor; it is rarely the headline complaint either. We will note the directional read — adequate — and move on.

Feature 5 — Security questionnaires and DDQs

What Responsive ships

A dedicated workflow for security questionnaires and DDQs, with library-integration so reusable answers flow through. This has been a heavy investment area for Responsive given the growth of DDQ volume across enterprise security functions — 500+ questionnaires per year at some organizations, 200–400 questions each.

What the reviews say

This is where Responsive’s reviews are most consistently positive. Customers in security and trust roles repeatedly cite the DDQ workflow as the strongest part of the product. The combination of library scale, rapid-suggest, and the ability to handle the extreme repetition of security questions makes the feature genuinely useful in a domain where the alternative is hours of manual lookup.

The criticism that does appear is the same library-staleness criticism from earlier — when the security library is out of date, the AI suggestions surface outdated answers, which is worse than no suggestion at all in a security context.

Where they win

DDQ throughput at scale. This is the product’s strongest specific value.

Where they don’t

Same staleness risk as elsewhere, with higher stakes because the answers are read by security teams who are paid to notice contradictions.

What “enterprise-grade” actually means here

The Responsive marketing position is “enterprise-grade.” We took that phrase as the prompt for the post because it gets used a lot in this category and it deserves to be unpacked.

Synthesizing the public signal: in 2025, “enterprise-grade” for Responsive specifically means scale, migration tooling, workflow flexibility, and operational durability. It does not mean best-in-the-category search, best-in-the-category grounded AI, or best-in-the-category UX for occasional users. The enterprise-grade attributes Responsive does deliver are real and not trivial — moving 10,000 library rows across a vendor change is genuinely hard, and Responsive has done it many times. The attributes it does not currently deliver are also real and not minor.

A buyer evaluating “enterprise-grade” should ask whether the attributes they need are the ones Responsive has, or the ones they don’t. The honest answer for security-and-trust teams with mature libraries is that Responsive is a defensible choice. The honest answer for proposal teams whose biggest pain is search quality and AI grounding is that the public review base does not support a strong recommendation.

What we’d flag for a buyer’s diligence

If we were advising a buyer running a Responsive evaluation, we would push them to test three things specifically.

  1. Live search on a near-current library. Not the migration demo with carefully-prepared content. Bring 200 of your own messy real questions and search them against a corpus that looks like yours. Watch where the right answer appears in the results list. The G2 search-quality complaints suggest this is the test that most exposes the gap.
  2. A draft-with-grounding session on a question the library can’t quite answer. Pick a question whose answer requires composing across two or three library rows. Watch what the AI does. The pass-fail signal is whether the draft cites real rows that actually support the claim, or whether it produces confident prose with weak grounding.
  3. Onboarding a non-power-user SME. Have someone who has not seen the product before do a 20-minute review on a draft. Time how long they spend orienting before they can leave a useful comment. The clunkiness reviews suggest this will be the signal on UX maturity.

A buyer who runs all three and is satisfied is a buyer who should consider Responsive seriously. A buyer who runs them and is not satisfied has the data they need to push for a different choice.
