A compliance matrix in thirty minutes, not two days
A compliance matrix is the scaffold the rest of the proposal is built on. Most teams build it by hand from a PDF, and it takes two days. Here's the path from PDF to matrix in 30 minutes.
The compliance matrix is the scaffold the rest of the proposal is built against. Every “shall,” “must,” “will provide,” and “describe” in the RFP becomes a row. Each row gets a pointer to the section of the response that addresses it. On submission day, every row has a non-null pointer or an explicit “acknowledged, no response required” note.
In most proposal shops, building the matrix takes the better part of two days. A proposal analyst opens the RFP PDF, scans page by page, copies obligation language into Excel, tags each row by section, owner, and status. By the time the matrix is ready, the writers are already three sections deep into a draft structured around the team’s preferences instead of the buyer’s compliance language.
This is fixable. Here’s the path from PDF to matrix in 30 minutes.
Step 1 — Ingest the bundle, not just the main RFP
Five minutes. A real RFP is a bundle. The main solicitation, the scoring rubric, the technical appendix, the pricing workbook. Compliance language lives in all of them, not just the main document.
Drop the bundle into the Analyzer. Per-document parsing, cross-reference resolution, addendum diffing. The bundle gets fingerprinted; the document set is now a record the rest of the workflow attaches to.
Step 2 — Extract obligation language automatically
Five to ten minutes. The Analyzer scans every document in the bundle for compliance verbs — “shall,” “must,” “will provide,” “the offeror will,” “the offeror shall describe” — and extracts each occurrence as a candidate requirement. The candidates land in a structured list with the source page reference, the surrounding sentence, and a confidence score per extraction.
A human reviewer then walks the list. The review is a triage, not an extraction: confirm, edit, merge near-duplicates, drop false positives where the verb wasn’t actually creating an obligation. Most lists are 80-90% clean on first extraction. The 10-20% that need touch is the compliance analyst’s value-add.
Step 3 — Tag by section and owner
Five minutes. Each confirmed requirement gets two tags. Section maps to the response structure (Executive Summary, Technical Approach, Past Performance, Pricing, Compliance Matrix itself). Owner maps to the team member who’ll draft the response (proposal manager for boilerplate, a named SME for technical sections, finance for pricing).
Tagging in bulk against a sectioned tree beats per-row dropdown selection. The Analyzer surfaces the tags as filterable columns; bulk-edit by section gets you through the list in a single pass.
Step 4 — Link to scoring criteria
Five minutes. The scoring rubric document defines the criteria the response is graded against. Each requirement gets linked to the rubric criterion it addresses. This is the step that turns the matrix from a checklist into a strategy artifact: the writer can see, per section, which requirements carry the weighted-score impact and which are pass/fail.
Step 5 — Diff against any addenda
Five minutes. The Analyzer compares the current document set against any addenda that have been issued. New requirements get flagged. Modified requirements get a diff badge. Removed requirements get struck through with provenance. The matrix updates in place; no parallel-document maintenance.
Step 6 — Export and assign
Five minutes. The matrix exports as Excel for finance and contracts (who like Excel) and as a structured artifact in the proposal tool for the drafting team. Assignments go out by email or Slack, batched by owner. The owner sees their requirements, their source citations, their deadlines.
Total: 30 minutes. The artifact that comes out is the same artifact that, in the manual workflow, took two days.
What this is not
This is not a claim that the rest of the proposal writes itself. The matrix is the scaffold. Drafting the response, getting SMEs through the loop, running the color-team reviews — that work is still the work. What the 30-minute matrix does is give the team back the day and a half they would have spent on the scaffold and let them spend it on the substance.
What can still go wrong
Three things, in our experience.
Adversarial language. An RFP that uses non-standard compliance verbs (“the offeror is expected to,” “respondents will demonstrate”) doesn’t always pattern-match cleanly. The Analyzer surfaces low-confidence extractions explicitly; the human reviewer catches them.
Cross-document references. “Per Attachment B, Section 4.2.” If Attachment B is in the bundle, the link resolves automatically. If it isn’t, the requirement gets flagged with a “reference target not present” note for human triage.
Contradictory requirements. An RFP that says one thing in Section 3 and a different thing in the technical appendix. The Analyzer doesn’t resolve the contradiction — it surfaces both with cross-references and lets the team decide whether to ask the buyer in the Q&A window or to interpret. Most teams ask. That is the right answer.
The compliance matrix is the artifact most worth getting right at intake. Get it right, and the rest of the proposal is built against a scaffold that was built against the buyer’s actual language. Get it wrong, and the response is graded against a structure the buyer didn’t ask for.
